오늘날 국제사회는 친환경 기술과 지속 가능한 산업개발이 지구온난화를 완화시킬 수 있다는 점에 관심이 많습니다. 전세계의 심각한 환경변화에 맞서 유엔산업개발기구는 환경관리와 에너지 효율성 제고를 바탕으로 한 기술협력 프로젝트를 통해 녹색성장을 활발히 추진하고 있습니다. 유엔산업개발기구는 개도국의 지속 가능한 성장을 구현하기 위한 UN의 전문기구이며 3가지 설립목적에 집중하고 있습니다. 생산적인 활동을 통한 빈곤퇴치, 무역역량 강화 그리고 에너지환경입니다. 유엔산업개발기구는 빈곤퇴치와 지속 가능한 경제성장을 개도국 스스로 이끌어낼 수 있는 역량을 키워주기 위해 노력하고 있습니다. 저희 사무소는 녹색성장 지원을 받는 개발도상국과 한국의 동반성장을 위한 프로젝트들을 수행하고 있습니다. 단순히 녹색성장만을 촉진시키는 것 외에도 폐차의 재활용 같은 친환경 산업을 구축하는 분야에도 참여하고 있습니다. 2011년도에는 유엔산업개발기구가 KOICA, 삼성과 함께 추진한 캄보디아의 e-waste 관리 공장을 설립한 바 있습니다.
아시아지역 내의 자동차 사용량이 급격하게 증가하고 있고 세계적으로도 아시아지역 국가들이 특히 더 자동차에 의하여 발생된 대기오염 감축에 더 신경을 써야 한다는 인식이 확산되고 있습니다. 저는 AAEF를 통해 아시아 국가들이 대기오염 감축을 위한 산업기반시설 개발을 위한 다양한 환경관리 정책에 관한 정보를 공유할 수 있다고 생각합니다. 그리고 이 글로벌 네트워크를 통하여 유엔산업개발기구는 한국의 폐차재활용 기술을 개발도상국에 전수하기 위한 기술적 제휴 프로젝트를 효과적으로 추진할 수 있을 것입니다. 이 협력프로젝트의 궁극적인 목표는 개발도상국이 자신들의 힘으로 폐차 재활용을 할 수 있는 사회간접자본을 구축하고 자체 역량을 제고하는 것입니다. 그리고 이 기술전수는 폐차 재활용 확산, 현지 구직자를 위한 일자리 창출 마지막으로 대기오염문제를 야기시키는 불법 폐차의 사용을 효과적으로 줄일 수 있을 것입니다.
국제사회는 한국을 포함함 아시아 지역 국가들이 향후 환경보호분야에서 중심역할을 할 것으로 전망하고 있습니다. UNIDO ITPO Korea는 AAEF와 함께 개도국으로의 폐차처리 기술전수와 동시에 한국기업들의 개도국 진출을 촉진시키기 위해 상호 협력하기를 희망합니다.

Distinguished guests and ladies and gentlemen!
I am honored to be invited to this Asia Automotive Environmental Forum.
First of all, I would like to extend my heartfelt congratulations to all the people involved in organizing this Forum.
The global community today has a great interest in eco-friendly technology or sustainable industrial development to mitigate global warming. The seriousness of the climate change has become a global issue. As a result, many efforts across countries and regions are being made to decouple industrial activity from environmental degradation. UNIDO, too, is actively promoting green growth through technical cooperation projects in environmental management and energy efficiency. Specifically, the range of project areas covers from pulp, textile, food processing to tourism.
UNIDO, as you might be well aware, is a specialized agency of UN to facilitate sustainable industrial development in developing countries. UNIDO has three key focuses on, firstly, poverty reduction through productive activities, second, trade capacity-building and, lastly, energy and environment, that is, green industrialization and greening of industries. UNIDO aims to assist the countries in building their own capacity to reduce poverty and achieve sustainable industrial development by themselves.
UNIDO ITPO Korea is also mandated to support this fundamental objective of UNIDO. In particular, the focus is placed on transferring eco-friendly and facilitating sustainable industrial development in developing countries. The office aims to develop and implement projects based on a win-win paradigm of cooperation between Korean companies and the countries receiving the green investment and technology.
Not only promoting green growth but UNIDO also assists in creating green industries like urban mining which in turn includes recycling scrapped cars. One relevant example was the e-waste management plant project in Cambodia in 2011, jointly undertaken by UNIDO, Samsung and KOICA. This project is often referred to by UNIDO as an ideal modality of trilateral cooperation among an international organization, private company and the government.
UNIDO ITPO Korea is also determined to contribute to facilitating sustainable industrial development in developing countries through win-win projects in environmental management and energy efficiency.
The rapidly increasing number of car users in Asia is giving rise to the global perception that Asia should be more accountable for car-driven air pollution. It is my understanding that AAEF is established to facilitate information sharing on various environmental management policies and projects in industrial infrastructure development among Asian countries.
With its global network, UNIDO is in an ideal position to propose technical cooperation projects to promote technology transfer in scrapped car recycling from Korea to developing countries.
Furthermore, the ultimate goal of the project cooperation would be to build a facility through which the recipient country can recycle the used cars on its own. This would lead to four positive results. First, the transferred technology can increase the rate of scrapped car recycling. Second, the young generation will have the opportunity to be trained and to operate such a facility and jobs will be created for them. Third, reduced illegal car scrapping can help eradicate the pollution problem. UNIDO ITPO Korea would like cooperate with AAEF to promote this technology transfer as well as facilitating the entry of Korean companies into developing countries.
The global community’s growing expectation of Asia as a future leader in environmental protection should mean that there will be more responsibility on the part of the region. I would like to express my sincere gratitude to AAEF, the Korean Ministry of Environment, participating countries and companies for YOUR work to make Asia the next leader in sustainable development.
