The main purpose of the Evaluation Manual is to ensure consistency, rigor and transparency across independent evaluations and ultimately to enhance the performance of the independent evaluation function in UNIDO.
 
This document presents core methodologies and processes used by the UNIDO Independent Evaluation Division for independent evaluations. It is based on international evaluation standards and practices and on the principles established in the UNIDO Evaluation Policy.
 
The Evaluation Manual serves as a basis for the operationalization of UNIDO’s Evaluation Function, with the aim of increasing the efficiency, effectiveness and impact of our organization. Evaluation value derives from the capacity to help UNIDO stakeholders reflecting and learning from what we have done in the past, to avoid the same mistakes without being afraid of new ones.
 
The primary audience of the Evaluation Manual are evaluation consultants, UNIDO Project Managers and their teams and also staff of the Independent Evaluation Division.
 
UNIDO Project Managers and their teams will benefit from better understanding their roles and responsibilities throughout the evaluation process and the Manual will be of great use for all their evaluation related activities. UNIDO evaluation consultants will gain a consistent view and how evaluation is practiced in UNIDO.
 
UNIDO Senior Management and Member States are the secondary audience of the Evaluation Manual and will have insight into how evaluations are conducted and the UNIDO Evaluation Policy is operationalized.
